IntroductionHealth economics is a rapidly developing field which has acquired much importance with the public health institutions and the government. It is gaining the attention of public health scholars, non-profit organizations, pharmaceutical industry, hospitals and physicians. Health economics offers considerable flexibility and diversity in the application of economic tools to health and health care.
The field of health economics is new in Pakistan. However, awareness for health as an important socio-economic determinant is increasing. Hence the need for specialized training in this particular field. The Sustainable Development Policy Institute, with its unique expertise in the subject, is offering this training.
Who should attend The workshop on Health Economics is targeted to meet the needs of public health professionals, policy makers and students in public health programs. It is designed to equip participants to understand health economics and apply economic tools to health care markets. Trainees of health economics are expected to contribute in effective decision-making and long-term capacity building efforts in the health sector. The workshop will benefit Provincial and Federal Health Departments, Provincial and Federal Planning Departments, Cabinet and Finance Divisions, Planning and Development Division, Ministry of Health, Finance and Planning, university and college students, media related to social sector development and reforms, other social development sector analysts, UN and non-governmental organizations.
Workshop objectivesThe workshop aims to quip non-economist health care professionals with economic tools for effective policy and decision-making in heath and health care. The trainees will be able to:
recognize that the scarcity of health care resources necessitates making choices;
identify the ways in which health care is similar to, and different from other sectors of the economy;
strengthen their analytical skills and the ability to apply economic ideas to health care issues.
MethodologyThe training will be interactive and participatory, including class lectures, Power Point presentations, informal discussions, group exercises and experience sharing.
Medium of instructionsEnglish will be the medium of instruction for this workshop.
Workshop Design The workshop is designed for a clear step-by-step understanding of the subject. The following modules of Health Economics will be introduced:
Economic theory and applications to the field of health and health care
Economic evaluation of health care programs
Health care finance and delivery
Each module consists of theoretical and practical understanding of the subject.

The role of government, as the major payer of hospital bills, to ensure equal, just and efficient delivery of heath care.

[Note: advance modules on Economic Evaluation of Health Care Programs and Health Care Finance and Delivery will be offered by SDPI in June and October 2005. Those wishing to attend the advance workshops are strongly recommended to attend this workshop on Health Economics.]
Resource person/training teamDr. Shafqat Shehzad is Research Fellow (Health) at SDPI. She obtained her PhD in Economics from the University of Sussex, England. She is a pioneering health economist in Pakistan. Her experience in Health Economics includes both training and research. She has worked extensively on the determinants of child health at the national and cross-country levels. Her work relates to exploring various aspects of child health, including determinants of mortality, child survival in Pakistan and measurement models for child's unobservable health status. She has also worked on economic evaluation of health care programs that aim at providing early intervention to hard of hearing children in Canada. She has presented her work internationally in prestigious conferences on population and health economics held in Hawaii, Istanbul, York, Hong Kong and Kathmandu. Currently, Dr. Shehzad is responsible for developing an integrated program on health in Pakistan, extending her work not only in the Southern context but also outlook for the North. Her research will cover but not limited to economic evaluation of health care programs, child health, gender and health disparities, health and environment, and macro-economic aspects of health. Her work has been published on issues relating to health unobservability, measurement and cross-country comparisons of infant and child mortality. Prior to joining SDPI, Dr. Shehzad was serving as Assistant Professor, Department of Economics Quaid-i-Azam University, Islamabad and adjunct faculty, Fatima Jinnah University and Health Services Academy, Ministry of Health.
Training VenueThe training workshop will be held at SDPI or in a local hotel in Islamabad.
Registraiton FeeOrganisations and individuals willing to register for the workshop should send their registration forms with a fee of Rs 8,500/- per person through crossed cheques/bank-drafts/payorders in favour of the Sustainable Development Policy Institute. This fee will cover the cost of training material, stationery, lunches and teas (during workshop hours). SDPI members are eligible for 7.5 percent discount. Organizations nominating five or more persons will be given 15 percent discount.
PEP partners and HRDN members are eligible for 15 percent discount. This concession would be available if two or more nominations are received. HRDN members should send their nominations through HRDN secretariat.
Withdrawal requests will be processed as under:
10 or more days before workshop
Full refund
Nine to four days before workshop
75 percent refund
Three days before workshop
50 percent refund
Two or less days before workshop
No refund
Cancellation/PostponementSDPI reserves the right to cancel or postpone the workshop if circumstances require. In such an event, SDPI will ensure that registered participants are informed as soon as possible. SDPI will also refund registration fees according to our refund procedures.
Registration of ParticipantsPlease return the attached registration form to the Senior Training Coordinator SDPI by 14 January 2005 at the latest via fax or mail. The institute will confirm the registration upon receipt of fee by a return fax. Please use a separate registration form for each nominee. Please note that seats are limited and applicants will be registered on a first come, first serve basis. Bookings will close for registration if all the seats are taken up before the last date.
Award of certificatesTrainees successfully completing 85 percent of the workshop would be awarded certificates.
